YouTube police themselves and the BBC work hand-in-hand with YouTube to remove stuff they don't want on there. If a BBC show is on YouTube, it's most likely because the BBC are okay with it being there.
Someone put the entirety of IRAN AND THE WEST on YouTube and the BBC were apparently looking at getting it taken down, but due to popular demand left it on there, especially when the election fiasco kicked off a few months ago.
Plus Charlie Brooker was telling non-Brits a while back to look up his stuff on YouTube (and got very excited when some of the cast of THE WIRE saw his tributes to the show on YouTube and sent him thank-you letters and emails), so I think that's as good an endorsement as you're going to get
