I saw the head writer/producer and the costume designer being interviewed last week. The were saying that someone unofficially described it as 85% authentic in an early production stage, so they've been keeping roughly to that mark. The costume designer said that the correct clothing for the period was more restrained, but when Mary and Elizabeth ruled it got more interesting so they used some licence there.
