Remember most of the younger characters are aged about 2 to 3 years in the tv show since in the tv show Robert's Rebellion took place in 280-281 AL (After Aegon the Conquer Landing.) In the books Robert's Rebellion took place in 282-283 AL.
Because of this Joffrey is very near the age of 16 which is the time where he will be officially king instead of their being a regency with his mother as acting queen. It also changes the character the character of Joffrey for being 12 to 13 means he is a preteen while being 15 or 16 means he is very much in his teenage years.
Kids act differently in their preteen vs teenage years and thus some aspects of Joffrey will likely be changed as well as his relationship with other people such as his mother and his uncle Tyrion.
