Well, it would depend on the plot of Ant Man, I'd think.
I don't know his story well, but if they start with him an accomplished inventor, perhaps working with SHIELD, and depending how much time you put into his origins (do you show how he became Ant Man, or just open with him already who he is), you could have his creation as his main villain, and wrap the plot with the creation of Vision in some way.
Or yeah, just have SHIELD do it.
Then have Gregg do the voice, if any, of Vision.
