There were countless jedi and hardly any sith, if any at all, so obviously the dark side was at its weakest at that point. So to bring balance to the force, it could only mean that either more sith would arise, or lots of jedi would die. Either one of those options seems like it's pretty bad for the entire universe, so I'm really not certain why anyone thought it was a good idea to train Anakin in order to have him fulfill his destiny.
