Rumor had it John Malkovich was in talks to play The Vulture already for this film when the project started. Then you didn't hear anything about that anymore. Now, in that scene you barely see the person talking from the shadows, but they gave him Malkovich's German voice. So it's a theory, but a pretty solid one, I think.
