Most people just stayed indoors and kept their heads down, tried not to get in trouble. At the end when the 3000 officers came out, there was only about an equal number of bad guys to oppose them, which isn't many for a city of, what, a million or more? People didn't fight back because of the bomb threat, but that doesn't mean everyone joined in the looting. And the looting and the dragging seemed to be mostly an initial reaction to the panic, which isn't so unbelievable when you look at what mobs of otherwise reasonably decent people do in the real world. Afterward things seemed to settle down into a martial law sort of state, with the criminals (with their weapons and Batmobiles) enforcing order and hauling any rich people to the court.
But I don't go into movies with real world political thoughts. I just want to enjoy (or not enjoy) what's on the screen.
