It's a prison controlled by Bane. The people helping him were other prisoners. It's like asking "if this prison is controlled by the government, why is it that people inside it are so willing to break the government's laws?" Not much of a stretch at all. Nobody there likes the guy who condemned them to "hell on Earth".
Yeah, but I meant... you'd think Bane would have posted a guard, or something.
