Jordan DID begin with a small set of characters, and stayed with them steadily. After the second book, and as the series expanded, the number expanded at an increasing rate. So as the amount of info to convey increased, it must've made even less room for learning about the AoL and the FS.
And even considering all THAT, I guess RJ never had much interest in straying far from the setting he had chosen for the story - in Randland, at the present time.
