Actually, I guess it makes more sense to punish the Aes Sedai who got Bryne into it in the first place. Still doesn't explain why she expects obedience from Gawyn about things she didn't even tell him.

Various Aes Sedai had said straight out to him that the Amyrlin had forbidden a rescue. So he knew what she wanted, but decided to go against it because it made him uncomfortable, and because he couldn't really bring himself to believe that Egwene was actually Amyrlin.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
