Especially considering how Sweet illustrated it on Moiraine WoTCCG card and on the original cover of "The Eye of the World".
The CCG ashandarei is completely different from the tFoH and ToM versions.

So, I'm going to agree with Deadsy that it's just random chance that Sweet managed to draw the two staffs similarly.
