At least insofar that Moridin as a TP addict depends on the DO giving him further access to the TP. Of course, the DO could also dispose Moridin as Nae'blis anytime, if Moridin loses his trust or makes too many mistakes. Finally, only the DO can transmigrate Moridin, if he dies.

Besides that, especially since the DO is such a control freak, it would make sense that he wanted his very own proxy to act in the real world and discipline the Forsaken or other DF, namely SH, without any link to Moridin or someone else.
