Jeez he can't seem to make up his mind. He had said something like that long ago, and then when we brought that up in debates people got him to say essentially he hated her and she'd pay back painfully for what she did if it was up to him (thankfully, the fate of characters isn't up to him! But his lack of neutrality about a character was still irrating, I preferred RJ's systematic "I like them all" on such questions) - which made us who claimed Brandon had once said he rather liked her look like fools, and now it's back to "I'm rather fond of her". So we have to assume he was playing to an audience of Cadsuane haters and more than half joking when he said he hated her and he would like her to have a painful death.

Poor Brandon, his feelings seem complicated indeed!
