That is the way it is being done now. But this method is not written in stone. There is no reason that the Seanchan could not use a special form of brainwashing only on captured AS that made them see other Seanchan as "sisters" and thereby mostly avoid the oath against killing
The thousand year old damane tradition is so set in stone that any changes to the winning formula don't seem all that likely.
The Seanchan would also have to understand how the Oaths work to realize how the word "sister" could be used to their advantage. With the huge amount of suspicion and despise on all things Aes Sedai the Seanchan would have a hard time finding the loophole and believing it could be used to their advantage. I think.
It's not like they would need to do it to every damane, or for that matter believe it themselves. All they would have to do is make the AS-damane believe it. Whether they would be willing to do it is ofcourse up for debate, but it would allow them to use captured AS as weapons so its not beyond doubt.

Not that uncommon for things to go off-topic I have noticed. Atleast we are still mostly on the Seanchan vs Aes Sedai thing. 

I see no problem in digressing, I do it all the time. But if this regresses into a "Who would win in a fight"..LAN IS AN UNSTOPPABLE JUGGERNAUT. Just so you know.
