Rand banishing Cadsuane is merely a side effect, and not one that anyone could have predicted. The point was to get the DB to Semirhage so she could collar Rand and either take him to the DO or force him to use TP depending on who you ask. And while there may or may not be other DB's somewhere in Seanchan, the DB in Cadsuanes room was closest. Maybe if Elza would not have found it there, SH would have sent her to Seanchan to look for another, but there was no need since it WAS in the obvious place(Cadsuanes room).
I most certainly do not see Cadsuane as important enough for the shadow to arrange some plot to frame her on the off chance that Rand MIGHT exile her. I think that if the shadow wanted her out of the way, they would have tried to assinate her or something. Cadsuane is unimportant for this, the primary objective was simply to get the closest DB quickly.
I don't agree. Some people DID know that Cadsuane being around Rand was very important to Rand's success and that her influence on him was strong despite how he fought it. Just because it may not have been the primary goal for Cadsuane to be framed does not mean that it wasn't explicitly thought out when the DB was stolen from her, thereby assigning blame on her totally and turning Rand against her.
Her allowing the DB to be stolen almost made Rand kill Min, destroy the Aiel and be turned to the shadow. Of course whoever stole it from Cadsuane knew he would be furious with her.
Also anyone could have used the DB on Rand, it didnt have to be Semhirage. It would have been much easier and less risky for Elza to do it were she just given instructions on breaking the warding. No need for Shaidar Haran to come in, possibly get caught, free Semhirage, have Elza or SH trance and kill the Aes Sedai guarding Semhirage, etc etc. Maybe Semhirage was just being set up by Moridin and this was a way to cruelly punish her.
Point is if all they needed was the DB on Rand it could have been done much easier and it would still point a finger at Cadsuane. No need for such an elaborate plan, and Cadsuane was meant to take the punishment for it all, it was no mistake.
