Going by ultimate potential (and achieving it):

1) Alivia

2) Sharina

3) Talaan

4) Nynaeve

5) Egwene



I don't really think Egwene is number 5. Though its just a hunch, I believe someone else would be at the 5 spot. Egwene might even be number 7.

There is probably more Sea Folk girls too that have more potential than even Alivia that we don't even know about. Also not all of the Wise ones are out of the Waste. There are also a vast number of Damane that are still in Seanchan and that we don't know about in Randland. Some of them or even an apprentice wise one might be stronger. So your list could be quite wrong though I should stress that I am not too critical of it considering the unkown strong character's probably won't even play a role in the story.
