I'm willing to bet that strength has a lot to do with the individual's soul, as well as the Wheel's will. After all, it certainly behooves the Wheel to have key individuals with the power they need to accomplish what it wishes. I'm not trying to imply that the wheel and the weave are aware individuals, btw.
