We'll see ... I think if she had truly been seen as incompetent the Hall would have removed her long since. But given the fact that she had 1000 or so novices there seems little doubt that she was always going to be in a tough position. Also, why would it have even come up when it did... Egwene mentions the need right on the heels of telling Silviana about Sheriam being Black and that they need to face the changes ahead.
