I've always been under the impression that she was involved in the illegal gentling of male channelers, but I don't have anything to back that up except my (possibly faulty) memory. I think there might be something mentioned subtly in one of her chats with Alviarin, when Alviarin says something like "that's a dangerous number to say out loud."
I know it was implied that Elaida was involved, but never stated outloud. If I'm remembering it rightly, Moiraine also implied to Thom that Elaida was part of what happened to his nephew Owyn (or however that's spelled).
I think since Elaida doesn't like anyone, you could say she doesn't like men
