Because it's true. Perrin's own observations of "Lord Luc" seem to confirm this, what with his smelling inhuman. As for why the WO think so, it could be simple dogmatic tradition handed down, or actually recalling some dumbass who tried it.


Considering that all the other flesh-walkers (Forsaken and Rand) were pretty inhuman for other reasons, I don't think there's enough evidence to confirm this. Luc could easily have smelled that way because of the DO's touch or being an insane sociopathic killer. There's too many things about Slayer we don't know to accurately say why he's like that.
