The War with the Shadow would be very difficult to win if not impossible without the support of the masses. One way or another he will have to get everyone possible focused on the upcoming battle(s) of TG or things could go very badly.
If Rand had started spreading his message from the time he first took Tear a considerable amount of people would have been informed. Gleeman naturally move from one location to another, which means it would be a slow but consistent way to communicate his ideas.
