We've had half of Egwene's dream of Seanchan capturing Aes Sedai, but not the second half of them being forced to fight the White Tower. With the screwed placement of chapters in the timeline we can't tell when Tuon made her decision to teach all Damane to Travel. It has to be when they are at the meeting or after it and all the Aes Sedai are getting ready to go to the borderlands/Shayol Ghul.
