Jordan/Sanderson set it up so that all the rulers of Randland are going to be in the same place at the same time - probably the Field of Merrilor but maybe Caemlyn. These rulers are: Elayne (Andor, Cairhien), Egwene (White Tower), Tuon (Seanchan and Tarabon as well as Altara), Alliandre (Ghealdan), Galad (Amadicia de facto), Mattin Stepaneos (Illian), Darlin (Tear), the Borderlands rulers, the king of Arad Doman (that Rand scooped out of the White Tower) and the Aiel. Hell, they can even throw in Thera and get the ousted ruler for Tarabon as well as the current one.
First of all, Tuon won't be there. At least, as of now, nothing indicates it. And Perrin (Steward of Two Rivers), will be there. And it is definitely not in Caemlyn.
But what was the point of this? And why is this "Rafo stuff"? Are we supposed to receive them on behalf of Egwene?
So all the rulers of Randland are going to be in one place (I guess this has spoilers)
