Foretellings have to be about the future, and theoretically so are Min's Viewings (despite Min getting a Viewing of Lan's childhood in The Eye of the World, but let's ignore that) but I don't know that dreams need to be about the future.
Anyway, this one can't be. For one thing, the dream starts off with the thirteen towers - and there were not thirteen Forsaken living at the time of the dream. Those towers crumbling can't be visions of the future, they're the past deaths of the Forsaken. And Moridin's is no different.
For another, Graendal doesn't get to tower over the other Forsaken after her defeat. To the contrary, she gets greatly lowered status.

Well there's a whole 'nother book left she could manage that in.
However the observation that there were 13 Towers in the beginning proves your case I think.

So, what was the point of survival?
