RJ intended to have outrigger novels and other stuff. Basically, the DO plotline, and the Forsaken will be all settled, I believe. The political status of Seanchan, and the rest of the world will not be resolved.
As I recall, he never intended to wrap up all the plots. Not so much to leave room for outrigger novels, but because he did not want to. Just as how in life nothing ever is ever completely wrapped up, he did not intend to wrap this either.
As I recall, RJ planned to write a follow-up trilogy about Matt and Tuon but other than those I am not aware of any of any other WOT plans. The open-ended intention was not a money grab by writing more WOT novels (he had many other novels/series he wanted to write something like 30 years worth if I remmeber corectly; it is in his blog), but the nature of the wheel: nothing ever begins, and nothing ever ends...
