she didn't have the responsibility of an empire upon her dainty shoulders. Plus, even the Empress, may she die in AMOL, cannot rid the social/cultural/religious stigmas of deeply ingrained hatred towards channelers. If Fortuona ordered people to stop leashing marath and free damane, then all hell will break loose and she will be assassinated by those who see the gesture as a threat to Seanchan stability.
