They were able to copy the male a'dam, Semirhage had six copies with her when she tried to capture Rand in KoD. And since they must know by tha t point that saidin is clean, it makes snese for them to start leashing men too.

Also there's a quote from the one of the Avi's visions
"The Seanchan were particularly determined when it came to killing or capturing all Aiel — male or female — who showed any talent with the One Power."
