IIRC the Andoran nobles which were stripped of lands were all women, and weren't leading their men in battle personally anyway. So all the change is that now whoever Lance Captain they've had in charge of their men in battle, will now ride under the banner of a Caiirhien lord now and will be a part of a larger force together with the Cairhien retainers of the new lord.
The punishment isn't too harsh, it's pretty mild actually, they were broke, they had exhausted all the resources of their lands and owed big ransoms. Now they can start anew without debts.
