Actually, she was right here, she had no other choice.
Being tested implies you may fail the test, or it's pointless to do it in the first place; she, being the Amyrlin, couldn't afford to fail the test and leave the world again with a broken WT, so she couldn't take the test.


undermine her legitimacy as it was. She was raised AS by a loophole but a written one. Neither Nynaeve or Elayne and co have a "legal" foot to stand on.
