What's happened is that Rand has found out how to manipulate the real world as other do in T'A'R. Notice how he's easily able to create apples when there's only one old guy around who will not believe this is possible, but in Arad Doman he can't just make food "appear" - he needs to find a way which is plausible to people because he can't directly contradict so many perspectives.
Rand's power works just like in T'A'R. This seems to be no big surprise to me, since the D.O. appears to work in exactly the same way. The Bubbles of Evil are remarkably similar to people's nightmares in T'A'R.
