I hate to disagree but going by your reasoning Cannoli its the test not the oaths that Nynaeve should not have had to take. The test was the usual way that an Accepted proved that she ws ready to step up to the plate and become an Aes Sedai with all that entailed.
Egwene changed the rules on that and there was not too much dispute over it as the Accepted she elevated were certainly worthy of the title of Aes Sedia. Once she was given the title of Aes Sedia it was wrong to make her make her take the test again. That is a bit like telling an employee that they have to do an interview to be rehired for their old job. Nynaeve could well have told Egwene that she was Aes Sedai by Egwene's very own decree and if that decree did not have legal effect were any of her decrees any better.
I don't think Egwene ever said that she was changing the rules so that an Aes Sedai did not have to be bound by the oaths. She toyed with the idea and then changed her mind for what ever reason. Maybe it was Siuan, many be it was Moggy it does not really matter why she did not alter the law.
It was undestood by everyone that the newly raised sisters would have to take the oaths once they regained the oath rod. I believe that there was even a proposal in the rebel hall to try to Travel to the Tower and get the oath rod so that they could complete the proper raising of sisters. This suggests to me that at no stage among the Rebel AS was it ever imagined that any sisters raised by decree would be exempt from the requirements of taking the oaths.
