Her plot has kind of fizzled out in TGS and TOM with her attachment to Rand, but she's always been one of the six main characters. Elayne wasn't around much the first book; Perrin and Mat have both had books where they did nothing at all, etc.
She's always been the main supporting character for someone else. The closest she came was when she was with Elayne and Egwene early in the series, but even then she had fewer POVs. IMO the main characters have always been Rand, Mat, Perrin and Egwene. Elayne and Nynaeve are the next level down followed by Siuan, Moiraine Thom etc...
Nynaeve and Elayne are integral to the story, but the characters don't actually drive the plot lines like the 4 main characters do. I don't mean this as any kind of judgment, just an observation of the writing. I would have actually liked more Nynaeve POVs in the books.
