Readers seem to miss the point of Avi's vision. It's not so much about the Seanchan then it is about the Aiel. The Aiel have to find another purpose and reason for collective existence post-TG.
Quite frankly, their society simply has no place with all the new advancements that is going to happen in the next Age. If it's not the Seanchan that wipes them out, then it's going to be the Cairhienians, or Tearians, or whoever.
I'm curious, are the monarchies in Randland going to free the peasants? Are the Aiel going to free the Gai'shain? A bit of a double standard isn't it? Being upset about one type slavery and not the other.

Aside from the Shaido's liberalized version of ji'e'toh, you can't force just anyone to become gai'shain. The Aiel live by ji'e'toh like the US lives by the Constitution. The consequences for having toh are pretty well-defined and no-one is subjected to servitude indefinitely. In fact, one only becomes gai'shain after requesting permission to become one from the person to whom they have toh. This is why anyone who is not Aiel and has no understanding of ji'e'toh can never be made gai'shain.
