I think Egwene realises that right now the Tower is in a delicate situation with its political power at an almost all time low due to the rise of the Dragon Reborn, the Seanchan invasion and the Tower split. Even putting aside their friendship, Egwene the Amyrlin would be really reluctant to berate or punish Elayne the Aes Sedai, since this could alienate the only monarch in Randland she knows she can trust for now and who she can count on as a firm ally.


Egwene will perhaps be reluctant, but that doesn't mean she wouldn't do it. They may be left with no choice. Personally, I think that Elayne and Egwene will work together and the conflict will die the same way that Perrin vs Elayne did. Both of them desperately want to avoid conflict. It is risky (although in my opinion a necessary risk) but I think it will work out.

ToM, Ch. 36

"The Hall will see reason," Egwene said. "We've already returned the Bowl of Winds to the Sea Folk, and now that Elayne has rediscovered the method of crafting ter'angreal, it is only a matter of time before there are so many we cannot keep track of them all."

"But Elayne is an Aes Sedai, Mother," Seaine said, rising, face troubled. "Surely you can keep her in line."

"Perhaps,"
Egwene said, speaking softly."


Egwene's reply here is telling. Not "certainly", but "perhaps".


hmm.. I interpreted the 'perhaps' as pertaining to keeping the ter'angreal under tower control. I think this is a nice catch though. It means that Egwene is pretty perceptive. Maybe I didn't give Egwene enough credit.
