I think it's fair to say that if it's plausible that it's the creator, it's also plausible that it's Hawkwing.

Remember the Horn will be blown at the last battle and will be a crucial part of winning. Hawkwing is the leader of that group. Sure, he aint the DR or the Creator, but he the next biggest thing.

EDIT: Even when people speak about Mat/Perrin being Taveren, they always say things like "the strongest since Hawkwing." This seems telling to me.
