Though the Wise Ones and the Dragon Blooded used the One Power in battle, it was not enough.
The phrasing here clearly suggest that the Dragon Blooded is a significant group of channellers, similar to the Wise Ones. It also suggests that those are two different groups, yet the PoV character in this particular vision is a Wise One and a descendant of Rand and Avi.
She didn't think of herself as a Dragon Blooded. There's also a mention that she was one of the last few remaining of Rand's descendants, the other three lines had already been killed off at that time.
