I doubt Norla was stronger than Cadsuane. I think Cadusane wrote her off shortly after meeting her because of her lack of strength, and then got angry and tried to teach her a lesson after Norla didn't give her the respect she thought she deserved. Thanks to Norla's skill and her ter'angreal ornaments, Norla was untouchable and taught Cadsuane a thing or two.

I think Cadsuane would have treated Norla much differently if Norla was stronger than Nynaeve. At the very least, she would have thought of her as a "toothless old wilder". Norla would be "that wilder with such unfortunate strength" or something similar.
