a) Egwene doesn't have the knowledge necessary to do nasty things like this in TAR, not even snatching people by force into TAR from their dreams.
She knows how to do this.
Or, with a hooking sort of motion, like rolling a fragile bead across a tabletop, she could snatch Nynaeve out, into a dream of her own making, a part of Tel'aran'rhiod itself, where she was in complete control. She was sure that would work. Of course, that was one of the forbidden things, and she did not think Nynaeve would appreciate it.
So show knows how to do it, though she hasn't tried.
b) Moghedien explained to Nynaeve her tricks would work only in TAR. They would not hold in the real world.
It did work with Mesaana though:
"In this place, an a'dam is as meaningless as the weaves it prevents," Egwene said. "It is only a piece of metal. And it only will stop you if you accept that it will." The a'dam unlocked and fell free of her neck...
Neither broke her gaze. Egwene felt something press against her, as it had before. Mesaana's will , demanding her subservience, her supplication. An attempt to use Tel'aran'rhiod to change the very way that Egwene thought...
Neither woman looked away. Egwene began to push back, to demand
that Mesaana bow before her, before the Amyrlin. The air began to feel heavy around them, and when Egwene breathed it in, it seemed thick somehow.
So Egwene could have snapped Elaida's mind in a similar fashion (even more easily than with Mesaana). She wouldn't for moral reasons.
She didn't change Mesaana permanently by imagining her with a destroyed mind or anything of the kind. Mesaana fried up her own mind by trying to hold the reality of the a'dam while Egwene denied its reality.
Not the a'dam. Each tried to bend the other to their will. The weaker will snapped.
