Setting up agents (either covert or fully sleeper) would be something that I can see her doing. Her Talent with Compulsion means that she would be ideal to get it done....especially considering that at this point in time, there are very few people who would recognize her (disguise or not).

However the DO Seals are still in Cairhein as far as we know. They are someplace safe at the very least...but they are most certainly not in Caemlyn.
