We have seen 4 societies (some only glimpses) in Randland and how they candle channeling.

Randland proper: the channelers limit themselves

Seanchan: The channelers are enslaved, after they were overthrown.

Shara: The channelers are controled by making them ignorant figureheads, and then poisoned.

Isle of madmen: Completely uncontroled, and anarchy.


If channelers are not "controled" in some way or fashion, then they must either control everyone else, or be exterminated. That is the only result to the inherant power imbalance between them and "normals"
