Some noble channeler who has lived for 600 years and knows they're about to die? Servant of All and whatnot.
If you think you are "about" to die, would you give up your sight or your hearing just to allow someone to see or hear "better"? Unless you would be sure you are going to die in something like 30 seconds, I won't ever believe you would.
Honestly, I can't say I never would, circumstances depending. And regardless, there are people out there who would.
Just look at the people who donate kidneys and other vital organs. A huge risk that in many cases only adds a few years to someone else's life. And since transplant surgery is so risky, many donors are in their prime, not right at the close of their lives.
A 600+ year old channeler has seen non-channelers live and die, knows they've lived a full life and could want to give something back after being so fortunate. A noble one, who has fully embraced the "servant of all" philosophy could very well make a sacrifice, knowing that their gift can last thousands of years.
I wonder if a way was figured out to forcibly take a channeler's ability and make angreal. I think Elayne mentions one of the angreal from Ebou Dar felt wrong/creepy. If nothing else the Shadow surely tried it the old fashioned way and tortured someone into "volunteering".
There might be something like that, it would make sense. But that's definitely not the only way to do that, nor the most common one.
