Making angreal, though...I wonder if it's a different Talent completely to making ter'angreal? Because the Seanchan would have been churning them out at a ferocious rate, if they had the ability.

IIRC, damane can't use angreal — at least, I think I've read it somewhere either here on a WoT site, so I don't know if that's a correct information (or even if I remember correctly).

When everyone was juicing up with angreal to use the Bowl of the Winds they had to open themselves to the Power through their angreal before the link was formed. With an a'dam the link is already present, so that makes sense. Though as I've posted before, the description of an a'dam as a forcible link actually makes very little sense when you think about it.
