When everyone was juicing up with angreal to use the Bowl of the Winds they had to open themselves to the Power through their angreal before the link was formed. With an a'dam the link is already present, so that makes sense.

Though as I've posted before, the description of an a'dam as a forcible link actually makes very little sense when you think about it.

I must have missed that, can you link it?
Without giving much thought I think they are quite similar concepts, but I've never analysed it deeply.

I think it grew out of a discussion on how a sul'dam could appear to be in control of the link when she never in fact channels.
