Everyone is a reincarnation of someone else, but unless you're a Hero of the Horn or the Dragon, your life need not be in any way similar to past lives. Even in those cases I mentioned, only certain elements are repeated. Rand makes it a point that he was raised differently from Lews Therin, and therefore turned out a different person.

SO really, anyone could be a reincarnation of anyone else. Elayne could be the reincarnation of Beidomon (well,I guess not since Aran'gar seems to demonstrate that gender is in the soul or something), or Tam could be the reincarnation of some random Forsaken, or anything really.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
