That is why the DO put Moridin fully in charge ... To reign in the others so that they would become more effective. Each of the Forsaken became far more effective once the NB was put in place. Before that they were each acting as individuals grabbing for personal power.
There's never really been a plan since they woke up. In the past it was the destruction of society, but now everything is destroyed and they probably feel a little lost. It's no surprise they went and established countries for themselves. It's probably what they envisioned if they had won the War of Power.
The rest were in a total free for all, which is why I think they are so ineffective. Part of this plan, or at least a strategy for this plan, was turning Rand. Another part seems to be killing Perrin and Mat. The rest is unclear for the moment, but it seems obvious to me that the Shadow has some greater plan being led by Moridin.
