But that has absolutely no legal bearing whatsoever. Did the United States cede New Orleans when they failed The city? You could argue this point all over the place, but it's ultimately the legal side that matters here.
Andor is a feudal society, and the Queen had authority over the Two Rivers because she promised to protect it. She failed, she no longer has authority.
In fact she has both acknowledged the fact that they have gone their own way for a very long time and went out of her way to ensure that the Crown's protection would not falter again. She has claimed the TR as part of Andor since she first appeared, but now she has taken action to make them a true part of her realm. Something she is truly entitled to do as the Lord the TR people chose has accepted her as his Queen. In essence she is now the Queen of Andor, Cairhien and basically Ghealdan as well since Alliandre swore fealty to Perrin who in turn swore to Elayne. Although this seems sticky when you throw Rand into the mix as Alliandre swore to Perrin as Rand's vassal not Elayne's ... But she seems eager enough to accept the new terms since technically Rand is still in the chain of command between her Perrin and Elayne and this new alliance gives her a ton more potential than the vague agreement she made regarding Rand.
