Even with the CK, Sanderson confirmed balefire can't reach very far back in time. We're talking hours, days at most. Natrin's Barrow happened many weeks after Perrin/Faile noticed the ripples.

You're also talking "time travel" here. Balefire has an effect on the present, by removing parts of the past from the Pattern, creating paradoxes. Balefire from the future has no impact whatsoever on the present, because it has not yet happened.
