but if you look closely, the jailbreak happens some time before the unification of the White Tower. In the next Elayne chapter, there are still clouds over Caemlyn, which indicates Veins of Gold hasn't happened yet. There are other clues of this too, every timeline of ToM I've seen agrees on that.
