It seemed as though the book spent too much time on WHAT people were doing and not enough on WHY.
For most of the series the reader received a thorough (maybe too much) explanation on why people did things and then a brief display of them doing it (often we were not shown them doing it). In the final book we got very little of the why explained, most of them were revealed by showing what someone else was doing. The result was a book that definitely felt like it was written by someone other than Robert Jordan.
Net result is that certain characters completely lost their payoff. An excellent example is Min who for at least 5 books was built up as the person who would solve the problem of the bore, then NOTHING. If she did, then it happened completely off screen and Rand never gives her any credit. Her entire purpose in the series is suddenly reduced to being Rand's girlfriend and a foreshadowing provider. You can completely delete her character, and for that matter Aviendha, as they no longer serve any useful purpose (they don’t even get to be pregnant with Rand’s kids).
It is the same with many of the secondary characters. Moirane was supposed to be essential to Rand winning, but all she did was place a pause into an argument with Egwene that anyone could have provided. For all we saw in the book, she could have just stayed dead. Other than walking into the bore, she did absolutely NOTHING. Thom would have guarded the bore without her. The bore solution probably came from Min and her but we never saw it. Instead we get chapter after chapter of trolloc killing and Slayer chasing...
The last book fell flat for me. It ended the series, but it was not a grand conclusion.
