Be'lal was balefired. There is no reason to assume that the balefire was so weak that the DO could transmigrate him.

There is also no reason that Moridin wouldn't know about Taim being Be'lal. Yet Moridin muses in PoD, that there are only 9 people left who remember sha'rah. This comment shall obviously make clear that Moridin is aware of all the other living Forsaken, also the reincarnated ones.

It also doesn't make sense that Be'lal wouldn't attend the Forsaken meetings and wouldn't fight at the Cleansing. RJ even stated that all Forsaken were at the Cleansing, except for Moridin and Mesaana.

Taim's character also doesn't fit Be'lal's, e.g. Taim doesn't like swords.

Besides that, RJ made clear in several statements that Taim is Taim, an individual character, not a Forsaken in disguise
